As you continue developing your master plan of evaluation, consider how evaluation begins by identifying the purpose of the evaluation. Nursing is a high-stakes profession in which demonstration of professional knowledge, skills, and abilities is critical to ensuring patient safety and quality healthcare. For nurse educators, evaluating learners is essential not only for assessing learning achieved, but also for the ongoing process of assessing teaching effectiveness. Nurse educators are responsible for future generations of nurses.
Where a course/learning experience level evaluation is required, there are many potential purposes for evaluation, including the need to determine whether goals, outcomes, or standards are being met; and whether course materials and teaching methods are appropriate for meeting desired outcomes. Finally, there is program evaluation as a systematic assessment and analysis of all components of a curriculum.
Ultimately, evaluation is meant to ensure the efficacy of a nursing program, course, or learning experience. In completing Part 4 and your full Course Project, reflect on this primary purpose of evaluation and ensure that your master plan of evaluation would meet this fundamental requirement. Course Project Part 4: Evaluation Plan
Wernersville State Hospital conducts training among its nurse staff as a staff development plan. In fact, the training is intended to improve the nurse staff productivity and work performance. Still, there are questions about how the organization can tell if the training works, and how to know what should be fixed in the training to make it more effective. This creates a need for conducting evaluation for the training program as a strategy for regularly analysis the effectiveness and efficiency of the training program (Savage, 2020). This paper explores the evaluation plan for the nurse staff development program applied at Wernersville State Hospital.
A three-level evaluation plan is identified for the nurse staff development program. First, learner-level assessment that evaluates the learners’ capabilities and competencies before and after the training through simple baseline surveys and knowledge checks. This is intended to determine whether there has been any developments and improvements among the learners. The evaluation model applied is benchmarking that makes use of observation, self-evaluation and written communication. It involves measuring the learners’ capabilities and knowledge as well as performance against a set standard, such as performance before the course or best performance in the industry. Second, course/learning experience-level evaluation that focuses on engaging the nurse learners to assess their level of learning in terms of improved knowledge, skills and competencies. This is achieved through short assessments presented to the learners at the end of each training module and questionnaires that have the learners provide feedback on the module. In addition, they identify the opportunities that can be leveraged to improve future learning outcomes. The assessments and questionnaires are delivered as written communication to serve as records for future reference. The short assessments are presented as closed, recall and process questions completed in about ten-minutes. Besides that, they are presented as summative assessments that evaluate the learners at the end of the module or instructional unit to compare their performance against a set benchmark or standard (DeBoor, 2021). In addition to the assessments and questionnaires, training engagement would also be tracked. This involves tracking module completion, grades achieved on individual assessments, the module and course as a whole, as well as learners’ engagement time spent in the course, and contributions made to discussions. An observation of decrease or increase in performance will help in understanding whether the learning content is impactful and whether there are knowledge gaps based on the learners’ understanding or course design (Bastable, 2021). Third, program-level evaluation that applies metrics in gauging whether or not the learning program is effective. The training program has the goals that range from staff engagement to staff retention, keeping pace with technological innovation, and improving on the job performance. Evaluation at the program level helps in ensuring that the training delivers on its potential. This involves evaluating the training to ensure that it aligns with the training needs. The training program would only be useful if its content aligns with what the staff members need to do their jobs better. As such, evaluating the training offering using a training needs analysis is important in measuring the training program against the skills the staff members need to learn (Billings & Halstead, 2020). This adopts a bottom-up strategy that involves asking the staff members for input on whether they need additional training, even as experts are consulted on areas in which the training program can be improved. The bottom-up needs analysis starts with the staff declaring their learning needs that are then applied in creating training content. This approach identifies the staff members as having valuable insight into what they do not know and they skills they need to better do their jobs as the training is about improving them. This helps in knowing when the staff are frustrated that they do not fully understand a certain tool or protocol, or that they want resources to develop expertise in a certain area of their work. The results of this evaluation would help in providing a clear signal that targeted changes are needed in the training program and materials.
