1) Compare and contrast 2 of the following three theories: Rawl’s maximin principle, Nozick’s entitlement theory, utilitarianism. Be sure to include each one’s implication for health policy, wealth, equitable access to healthcare, and governmental intervention in healthcare systems/markets.
2) Explain what factors the Affordable Care Act aimed to mitigate and why those are important to equity and justice in healthcare.
3) Which ethical allocation method for scarce healthcare resources do you find the most ethically defensible and practical approach for public health? Include efficiency and justice arguments in your answer.
4) A person’s health is a “key capability.” Critically evaluate how this perspective challenges the traditional microeconomic model. Comment on aggregate welfare in your answer.
5) Using concepts in the textbook, choose 2 healthcare provisions from the One Big Beautiful Bill Act’s Congressional Budget Office’s report. You can find OBBB provisions in the tables here https://www.congress.gov/crs-product/R48569. You can choose any 2 policies from Medicaid, PrivateHealth Insurance or Medicare.
